Putting plants in the ground before the end of February while the tops are dormant gives the roots a head start establishing themselves in the soil before the leaves emerge in March. February is also a great time to transplant deciduous shrubs and trees while they are dormant because they will not suffer transplant shock as they do in warmer weather. Dig a nice size root ball and plant at the same depth they were. Make sure to water your new plants well!
